I can very well see fb making a phone. Especially if it was possible to partner with someone like Huawei, someone who won't mind not being attributed on the phone. They could bring out one model with a very enhanced version of Android, or even their own OS if they have been plugging away at that since 2010 when the rumours started.
Hell, there's probably enough 'little' phone makers that they could buy one.

There have been difficulties between the two companies in coming to an agreement in the past but now I am under the impression that integration between Facebook and Apple will be coming fairly soon
