Exclaimer Outlook Photos is a piece of freeware for managing this. You can see who already has a photo, import hundreds/thousands of photos in a single batch, get them automatically resized to fit the 'People Pane' in Outlook.

Much, much more importantly, it's free. The full version is just a download, you don't have to buy a license or anything.
