Yeah, but it does make this a less win-win-win development.
Most other contracts this big would generate a huge amount of feedback to the source. Now the benefits for the FOSS community are limited to (A) Public image/Prestige boost (we're part of that right now) and (B) Specific wages for specific coders, making FOSS coding more viable as a profession.
