He was not competent with "the other side". If he was functioning with a concept where choice of supplier is measured on a single scale of worst - best he has no idea how to manage. When selecting suppliers the exercise is usually about minimising the number of dimensions that are assessed since measuring too many makes the selection process too costly. Usually a dozen to several hundred selectors are chosen and then weighted performance accrued to select which is the BEST SUPPLIER FOR REQUIREMENTS. This guy didn't even have a concept about requirements if he was working with "which is the best"! Which is the best for what purpose? The decision maker was not even thinking and was taking no advice. There was no-one on the team who warned him?! The entire idea is bizarre. Lets control a swarm of remote controlled armed military devices with . . . Windows! And no-one put his hand up and said "Errmm"?
