Initially, the word 'incubator' doesn't sound very good. I.E. - Let's go incubate some chickens or let's go incubate some humans. This may be new and innovative, but it may just be a way to avoid abiding by country or state laws, etc. Hopefully international laws would keep this type of thing in order. I wouldn't call it a prison, but it could be something similar to it. Maybe it would be brainwashing for those who are there? Is 'cult' the root of the word 'culture?' Will children be raised there? Or is it just a 'business incubator?' How long is the 'tour-of-duty' on something like this? Everything seems to be about money (bottom-line?). Compare auto companies building their construction plants in Mexico and/or Canada (all about paying the employees less). Will this incubator-thing succeed? Will they survive storms at sea? Will they stay close to shore? Who knows.
