Richard, the difference between BlueSeed and a floating prison is choice. Residents of BlueSeed will live there voluntarily and can leave at any time. Also, they will produce products and services to generate profits for their shareholders and make money for themselves. Prisoners are not well-paid, do not perform skilled work and are stuck in their cells for the duration of their sentences. The biggest difference is that prisoners are a net drain on society while BlueSeed will generate jobs and capital.
