The people who will be on that ship won't be there to work for startups.
If they were working for startups, they could get H1b Visas no problem!
The people that ship caters to will be CREATING STARTUPS.
They will be creating startups in the US sphere of interest, rather than in the country they come from.
If anybody should be disgusted, it would be the countries these startups would otherwise be founded in.
