Things like knowing the mission statement and telling management what they want to hear are far more of a factor.
Compared to the 90s the incompetence count is way down in my experience, besides even if you were right, swapping a few jobsworths for newbies is going to address very little isn't it. Probably make things worse in many places fresh out of university junior cobol developers are a bit thin on the ground...
