If your job consists of working against milestones and deadlines, like in research, development, R&D, then work hours are MEANINGLESS. Employees should be allowed to come & go as they please without and hourly crunch as long as meetings are being attended and milestones & deadlines are being hit.
This is more commonly known as ROWE, and I'm all for it.
