Two observations
Someone asked, "What else is going on?" Well, C level executives are responsible to the board and stockholders who want more MONEY. So, everything they can do to maximize profit going to C-level execs, board members, and stockholders, not your paycheck.
On the other hand, too many employees spend too much time at work NOT WORKING. They have coffee time, break time, chat time, birthday party time, outside smoking time, catching up on gossip, and such like. At some point they might actually perform some work. Usually, this is like when they were in school; party until just before that paper is due or the test day is near, then cram/slam to get it done.
