A MacBook Air should come with Lion or possible Snow Leopard (I would be surprised by that though). If you need to upgrade from Snow Leopard to Lion, that's available through the App Store. Since Lion is the current version, you would just need to do updates, which is also online.

Mountain Lion is about the be released. I don't even think it can be ordered yet though.
