The further point is, you don't necessarily need humans to do the monitoring.

In fact, I've come across first hand workers (civil service) who were not pulling their weight, but weak management let them get away with it. In fact they were paying outside contractors (on lower salaries) to do the work rather than confront the issue.

Automated systems removes this human weakness.
