this law will never see the light cz it is not even close to possible to create "the perfect" software (security speaking) hackers will always find a way. And in a side note this law will hit above all the OS companies like Microsoft.... we all know the security gaps in Microsoft's products, so after every release they will get few million law suites. It's waste of time to even think of this law.
