Rules should run automatically when mail is sent or received.

If the rule runs correctly manually, then it is possibly a problem with the send/receive settings file (srs-file). In Win7 it is C:\Users\%username%\AppData\Roaming\Microsoft\Outlook.

There was also a command mentioned on one of these threads for scanpst.exe. I kept a reference of it in my notes but have never used it.
