I'm not sure how you listed 4 steps and came out with 11 clicks, but the second method requires you to know Alt+I for inserting and "R" for FooteR. I know it shows that in the menus but that's more to look for and think about (and remember) than "Alt" "footer" "Enter".

Plus it is the same method for any of the other choices and in other programs rather then learning new keyboard tricks per program (*IF* they have any).
