Don't know why somehow I always love federal/government employees. They are so ..... special 
. Sorry if anyone here is the case, there are always exceptions, but the general idea is that these type of employees are the most conservative (to put it nicely) seeing that they can hardly be fired, and it is mostly them that are just "keeping the servers humming".
Anyway, indeed I do not see at all how IT can/could be ignored or become irelevant.
