So ... they're releasing the LTM Virtual Edition for Hyper-V, where previously it was only certified for ESXi/vSphere, is that the sum of this? They're not, e.g., directly integrating LTM into the Hyper-V virtual switch, or anything like that, right?

Rick, Citrix has been providing this appliance for VMWARE, XEN and Hyper-V for a long time, it even manage to balance sql databases, so 2013 for F5 is a to little to late for me.
Hyper-V is a good platform, that can be only embraced from the licensing cost you slash if you use microsoft products, right now VMWARE is the Feature/Maturity leader and KVM is the cloud based leader.

You are praising Hyper-V because someone else made a virtual appliance for it? You're kidding me right?
"Are advanced networking capabilities a sign of maturity for a virtualization platform to you?" ... ummm, Microsoft hasn't done a thing. F5 release an appliance and you give Microsoft a pat on the back for that?
