Compliments are great ice breakers, and the least awkward compliments are clothing related. Nice tie, shoes, shirt, etc. etc. If you compliment something they are wearing, they can tell you all about where they got it and that can lead to a conversation.
A lot of events have built in ice breakers. "So how do you know (insert name of party host here)?" Or, "How long have you worked for the company?" That sort of thing.
But in a pinch, I always go with a sincere compliment. Even if you think they look totally weird, you can say "That outfit is really interesting." or something like that. You can almost always find something to compliment someone on, or I can anyway.

No offense, but guys who have "those shoes we got on sale that people always comment on", are not the guys who have trouble surviving and possibly even enjoying Muggle parties. That said, you have some good advice for the rest of us.
