Even Microsoft's documentation is behind reality as it is missing one step to actually make it work. You MUST either install 'All' the components and sub components of this role, or you must navigrate to File and Storage Services/File and iSCSI Services then install 'File Server'ALL components are not the default installation selection]]></description>
