Too right, why do we have to be so asymmetric ?
It's clear from conversations I have that there is pent up demand for better upstream rates - far more so than for better downstream rates. Even with fibre offerings that some people here in the UK can get, they are still asymmetric - unless you go up to one of the business offerings which are readily available in most places, but at costs way outside anything acceptable to individuals or small businesses.

At work we have a fair number of customers who have "adequate" downstream rates which they rarely if ever use, which being constrained by upstream rates. Site-site VPNs, remote workers accessing their servers, and so on.
Of course, the fact that better upstream would improve performance of torrents is not a consideration wink

As to nomadic working, even for a "developed country", it seems we have a backward attitude. I've tried using the internet on a train - the experience wasn't a positive one. With the connection seemingly randomly changing between 3G, 2G, nothing - perhaps it would work as a random number generator ! And we have customers who cannot get what most of us would consider basic connectivity.
