At work we have a fair number of customers who have "adequate" downstream rates which they rarely if ever use, which being constrained by upstream rates. Site-site VPNs, remote workers accessing their servers, and so on.
Of course, the fact that better upstream would improve performance of torrents is not a consideration
As to nomadic working, even for a "developed country", it seems we have a backward attitude. I've tried using the internet on a train - the experience wasn't a positive one. With the connection seemingly randomly changing between 3G, 2G, nothing - perhaps it would work as a random number generator ! And we have customers who cannot get what most of us would consider basic connectivity.
