How much space is all that taking up? It should not be much

I have noticed that a few of our Laptops at my company are having the same issue. The file Structure is getting corrupt with values and it slows down the system because of lack of Disk Space.
Below is a sample of what I see on the root of C:

When you open this you find the exact contents on all 22 folders.

1040
1041
1042
1049
2052
3082
Graphics

All of the above folders are in every one of the corrup VALUE file structure.
