Control Panel > Devices and Printers > Add a device

When adding the printer, it might be helpful to know the IP address of the printer if it is networked.
Assuming that your webcam is not networked, you might need to go to the manufacturer's site and install the webcam software & drivers. Windows 8 drvers should be better but I have not had a problem using Windows 7 drivers for any webcam yet.
