drafting policy in another life as a public service manager. What you see as clear is incorrect. So let me lay the social media policy out in three parts for you -

1) Only authorized people may use social media to represent DISH. (24/7)
2) You may not say anything negative about DISH using social media. (24/7)
3) To use social media during work hours or on work equipment requires authorization. (8/5)

Part 1 & Part 3 are not the same authorization. Parts 1 & 2 have no time frame specified hence 24/7.
