Why would anyone waste time developing for Blackberry OS at this point? Its a DEAD platform. Now that enterprises can securely support the iPhone, Blackberry is dead dead dead. It offers nothing that iOS and Android don't offer.

I helped upgraded BB to Z10 for a customer of mine. It has so difficult buggy UI in the phone and PC software that I had to spend ages transferring data, troubleshooting. Poor guy frustrated using it. Eventually I admitted it is crap and lost the customer.
