Not fair to blame someone in loosing skills or qualifications
I think there is no correlation between outsourcing and local skill set loss if any.
sounds like just blaiming someone. IT skill - just like any other skill - can not be tought externally or lost by someone's fault - this is something that depends entirely from each particular person and his decisions like to study new SDK or not, to study new technology or not and why blaiming others in this case?
