Because of the inherent design of iOS, they have very little room for growth and innovation. Perhaps they can steal more ideas from Android like adding the ability to have widgets or more of a home screen than just a static row of icons...maybe some live wallpaper, but that's about it.
Apple is so far behind the times they will have a very hard time catching up. It's just a pity that the average dumb masses are still impressed by shiny brushed aluminum like an infant is dangling set of shiny keys.
