We have a network admin that rules over our network. He does not allow others access to administrative passwords and tries to do everything himself. He truly thinks the network is his. He works non stop even logging in remotely once he arrives home after work and continues working. His strategy is keep all other IT staff out of network management and run it all and provide so much value (working from home at nights for free) so that he will be considered indispensable.
If something were to happen to him, or if he were to go rouge on the network, we would be in serious trouble. He will not train anyone else in how to manage our particular network setup and holds all the passwords.
Also, he is so rude and condescending to those that need technical help that no one wants to deal with him.
He is actually a real risk to us both from a security standpoint and productivity standpoint.
I am looking for ways to resolve this situation tactfully while limiting risk to the organization. I am not in a position of authority to replace him. My goal is to submit to upper management recommendations for IT management. This could be in the form of new policies (access and password), part of a disaster preparedness/recovery plan, or some other method. My goal is to point out this weakness in our organization with out attacking him directly.
Are there any books or papers that address such issues? Any suggestions and would be greatly appreciated as well.

Given that is neither new or unknown, there has got be some articles, papers, or books that speak to the kinds of policies used in IT departments to prevent such situations. However, I haven't seen anything on Amazon or this Web site.
That is put in place by management do you really expect that there is anything of any importance that has been produced showing just what Bad Managers Management actually is?
The Childs case is a disaster where Childs was denied all requests for help, was underpaid over worked and expected to produce something that no one else can understand. Well at least no one else in the Government that he works for as he was 1 of only 5 who understood what it was he was doing and the company called in to fix the mess doesn't have anyone in their team who has the same qualifications as Childs even though that company Invented that Technology and Trained Childs.
Personally if I was in Childs Position other than Harvesting E Mail from people I'm not really sure that i would have done much different. I certainly know that I wouldn't have handed over the Passwords to someone who had no right to have them because someone without authority asked for them. If I did things like that I would expect to be fired for not doing my job.
Anyway regardless the fault here is Always Management who think that they are getting a 10 Billion $ whatever for the bargain Basement Price of a few years wages for a nobody. They completely fail to understand that they made the problem to begin with and refuse to accept the consequences of their numerous silly decisions which has come back to Bite them on the A$$.

I don't know about that. What I am looking for is something that shows what good IT management actually is. In particular, policies regarding access and passwords that protect an organization from this kind of situation.
