After reading the title, I thought that this article was discussing mobile platforms, not Windows computer OS.
"Apps" should be used when discussing mobile platforms - IOS, Android etc.
"Applications" should be used for Windows, Mac, Linux etc. So the article title should have used the word "applications" to avoid confusion.
