Secret files of who gets paid what only causes anxiety, anger, and frustration. Leaving the military and joining the civilian side was quite an unwelcome shock. Gossip about "who gets what" is unbelievable, and in many cases detrimental to getting anything done. Openness takes that out of the picture. At least it takes a part of the gossip off the table.

Openness also has a side effect. If someone knows that job A gets such and such salary, and B gets such and such, then if they want the perks of the higher paying job, they strive to get it.
