Someone steals something of mine, I wouldn't even give them the chance to do anything. If it turns on, you shut it down. That simple.
Prior to that, lock down the device [where possible]. Make sure the laptop can only boot from the internal hard disk, encrypt [if possible] and protect everything with passwords [boot-up, BIOS, etc.].
