To help to ensure emergency preparedness for a fire/flood, the whole zombie apocalypse thing is a great PR move. The CDC website in the States has a section on that.

I think the big issue is not enough guns in Canada.

It came to light that Quebec, like some US states, is using "Zombie apocalypse" scenarios to test emergency preparedness, to create a worst case scenario. Its a totally paper exercise, no one is dressing up like zombies for a live test(darn it).

So a couple of Canadian politicians had some fun with it.
