Install the Support Tools
I've never had a problem running DCDIAG on our servers. We installed the Support Tools from the server CD on every server so maybe this makes the difference? Also, SP3 includes an updated DCDIAG...http://support.microsoft.com/default.aspx?scid=kb;en-us;322271
