Ultimatley Nobody But IT Owns The Policy
I think the intent of the article is valid. Even if you get buy-in on IT policies, in the end, no one outside IT wants to own them - that's what they expect IT to do. (That just means we manage the details, but we should be supporting business operations, not hampering them.) Network services are kind of like electricty and running water. No one really cares where they come from; people only want to know when it's going to be turned back on.
