Proxy Server is an old friend. It was one of my electives for MCSE. Exchange was the other. ISA expands on Proxy Server 2.0 feature set by adding true firewall capabilities that garnered it industry certification as an honest firewall product. I wish that Microsoft would continue with Proxy Server 2.0 in their Small Business Server offerings because it is still a capable product with the right scale for small businesses and small schools, etc. I would recommend it for exactly these types of deployments.
