The simple truth
Unless Microsoft are going to deny users from legitimately reinstalling XP on another machine (eg. because one has a new PC and the previous only exists as parts) then the activation code is simply a non-issue.
The point is; if I claim the above scenario when applying for a new code (whether truthfully or not) Microsoft are going to have to issue you a new code. On what basis could they deny you?
