At what point does the AD start splitting the database between domain controllers?

I'd like to hear more about this. I've never heard this before and obviously, it's pretty important if true.
Are you saying that the AD gets split up, and it's possible for a single DC to have the ONLY copy of a part of the AD??
I don't believe this. What happens while that server is down and someone tries to access an object in the AD that only THAT server knows about??
I find it hard to believe that Windows 2000 AD has a single point of failure like this. Can you (the author) point me to some resources that explain this more in depth??
