Cover all audiences
In the first question (Who is using) you may find you have multiple audiences. Sales may want to use some of the Accts Receivable data as if it was a Cutomer Resouces Management (CRM) system. Recognize it in the front end of the user manual with a"concept of operations" section providing overviews of the system from the perspectives of each of the user views. The users won't care if some of the data (e.g. CRM only) is in a separate data base - so that "technical detail" is not needed, just the different screen used to input or edit the non-finanacial data and who is expected to do it.
