Good suggestions; too bad they dont work in a Government settings. Every penny is accounted for prior to the fiscal year beginning. Yes, there is a fund for the "just-in-case" scenario, but rewards are not part of it. The way the Government puts it,"Your reward is that you HAVE a job. If you're not happy, the door is over there. We can hire somebody to do your job at a lower pay rate. Deal with it."
Sad but true. :-/
