I understand your concern with the integrity issues involved. I admin a small LAN for the Navy that contains much sensitive information. As the sole administrator I have complete access to all information contained within. My superiors have placed alot of faith in my personal integrity and I understand the consequences of breaking this faith. Companies must be sure that the administrators, especially those that have "full reign over the system" as you put it, are people of integrity and ensure that they are the ones setting the examples for ethical and secure access to the systems involved.
