Rules and dealing with crap at work

How does one deal with techno illiterate decision makers that keep on putting the cart in front of the horse? Apart from not integrating techno solutions into the company strategic management plan, this particular person also insisted on employing the services of highly incompetent network 'specialists'. This means that the tracks on which the info train must run, are not working -- and consequently I cannot do my work, which involves identifying management solutions and suggesting strategies for implementation.
Am I right in rather throwing my hands in the air and walk away from it all?
