The line that distinguishes whether a manager is a hands on or hands off manager is related to that manager's level of confidence in managing people or managing things. A manager who has a high level of confidence in managing people will likely yield a hands off manager whereas a manager who has a high level of confidence in managing things will likely yield a hands on manager. A good manager balances both.
