Its an interesting view, but more of a generalisation about bad managers. In fact project managers wouldn't last very long without social skills. In my experience, influencing and motivating are a major part of the job. The amount of technical skilldepends on the project being undertaken. A PM on a technical project needs sufficient knowledge about what they are doing to make the sensible decisions.
