This is always likely to happen with international publications like this: the world is a big place and most of it won't be covered by a geographically handy user group.
However, there are online options. I know of three international web based user groups for ITIL:
This is by far the biggest.
Good old Yahoo.
This embraces both ITIL and BS15000
I would guess that these suit many needs, particularly where there is nothing local.
