A bit of both
I tend to agree with the military approach, but only after some "smooth talk". Technical people usually don't like the "schmoozy" side of management, but it is intrinsic to any change inside an organization. I had a lot of resistance from the business people on my current job, and I have been cutting through it by doing the basic steps: education, communication, estimulating ownership and doing a lot of active listening. All of this with a certain amount of strong (and encouraging) messages from the CEO or the sponsor. It is not as much fun as writing Phyton code, but it works...
