Report Offensive Message

I downloaded the toolbar executable from MS & installed it. Now, I can't figure out how to use it or where to find it. Can you point me to a starting point? I've read the MS download page and a link there for adding even more characters with XML, but the add-in should have some functionality on it's own. Shouldn't be this hard.............
