The approach in this doc looks like a mix and match of many popular "all encompassing" management approach of the last 20 years. It talks of "work", then focusses on "projects". It skims the surface of Enterprise architecture, then takes liberty with Project portfolio management. Throw in some Program management and a LOT of cliches of dubious level.
Shred it and try again.

I could not download the topic. However Portfolio Management in IT is a very large topic. about a year ago I put togearter a white paper and suggested that IT portfolio Management be broken into two Operational and Strategic Portfolio Management. The distinction or separation of the role brings about more efficiencies and focus. Notably Portfolio management no matter which way it is sliced and diced must remain true to the 8 principal of portfolio management
