Seems like everyone that I talk to is an IT "expert".
But put all of them in a room and you'll end up in fist fight.
I say get everyone trained to follow at least one common framework:
ITIL Certification is affordable but look at variance in these prices!

http://www.prometric.com : exam only at a test center: $169 (dependent of region)
http://www.hp.com : classroom with exam is about $1500
http://www.mountainview-itsm.com : elearning and exam for $169 (best price I could find for training and exam)
