Priority is a matter of Priority
This article does not take into account the urgency of the issue. It is possible to have a show-stopping event that can be completed in under 10 miniutes. I would not want that showing up in my helpdesk as a level 1. I want it to show up as a level 100 with a 10 minute resolution time.
