Based on research (practical not theoretical) by Jiang, Klein, et. al (they have had lots of team members in their research) in project management of IT projects. They looked at a lot of things from the Kick-off forward. In fact, I was in correspondence with Dr. Klein and my research is front ending his based on his suggestions for future research.

They found that pre-partnering before kick-off could influence project outcomes in that PM's are rarely included until kick-off or later. My goal is to explore what happens on projects before kickoff and its relationship, if any, to the project outcomes.

Kick-off is too late for being able to define what resources you will need. I know this from experience. We are now out of money, don't have the resources we need, and our deadline is fast approaching. This on the project I am on because the right people were not included upfront and the proper pre-partnering activities didn't occur. At least that is my hypothesis.
